Any messages that don’t have a health certification as shown in the column for Health Certificate for export messages on the list of messages can have the health certificate added by the Non-Packer Exporter by entering it manually or programmatically through their internal systems.
Health certificates need to be added to a message so that at time of import inspection, the message can be found through a search using the health certificate. For example; if a carton has a missing shipping mark and has a rejection notice attached to the product, the import inspection facility can remark the product by searching the health certificate number for the consignment.
